MONEY / CRYPTO-POLITICS DESK — The Senate has a clocked procedural test, not a finished law. Under a unanimous-consent agreement printed in the Senate Calendar of Business, the cloture motion with respect to the motion to proceed to H.R. 3633 — the House-passed Digital Asset Market Clarity Act — ripens at 2:15 p.m. Eastern on Tuesday, 15 September 2026. That is the Extra’s RANGE: timing confirmed; outcome not held. PREP: vote not held as of 10 September. Extra prints calendar fact, bill identity, and what cloture on a motion to proceed does and does not do — no invented whip counts or expected margins. PATH /money/clarity-act-senate-cloture-sep15. What ripens at 14:15 ET. The govinfo Senate calendar (CCAL for 8 September 2026, UC agreement dated 8 August 2026) states, in substance: notwithstanding Rule XXII, at 2:15 p.m. on Tuesday, September 15, 2026, the cloture motion with respect to the motion to proceed to H.R. 3633 ripens. Congress.gov lists the measure as the Digital Asset Market Clarity Act, with latest recorded Senate action the presentation of a cloture motion on the motion to proceed on 8 August 2026 (Congressional Record S4557 in wraps of the filing). Senate Majority Leader John Thune moved to proceed and filed cloture before the August recess, per that Record wrap. Senate Daily Press and Democratic floor-schedule notices place return for regular business around Monday 14 September, with Clarity cloture ripening the next afternoon.
Cloture on the motion to proceed ripens 15 Sep at 2:15 p.m. ET. That is a 60-vote gate — not final passage. PREP until the roll call posts.
Board table — attributed / calendar only. Bill: H.R. 3633 — Digital Asset Market Clarity Act. Action on 15 Sep: cloture on the motion to proceed. Clock: 2:15 p.m. ET Tuesday 15 Sep 2026. Threshold when the chamber is fully seated: generally three-fifths, or 60 votes. House prior: passed 294–134 on 17 July 2025. Senate latest on Congress.gov: cloture motion presented 8 Aug 2026. Is this final passage? No.
Cloture ≠ passage. Cloture on the motion to proceed is a gate, not a finish line. If invoked, the Senate can move toward formal consideration of H.R. 3633. Floor debate, possible amendments, further procedural votes, and a separate final-passage vote would still follow. Senate changes can also force further House action before identical text reaches the president. If cloture fails, the motion to proceed remains open to extended debate along that route. Failure does not, by itself, kill the bill, return it to the House, or trigger an automatic statutory deadline. Leadership can renegotiate, try again, or leave the measure pending. Extra records the procedural fork — it does not forecast which fork opens.
What the bill is framed to do — high level only. Congress.gov summaries frame H.R. 3633 as a federal market-structure approach for digital commodities, clarifying SEC and CFTC roles and setting registration, disclosure, and customer-protection expectations for covered intermediaries. The long title also references Federal Reserve Act limits on certain retail products and on using central bank digital currency for monetary policy. Desk rule: print that framework claim at altitude. Do not invent implementing rules, agency staff manuals, or price effects. This Extra is procedure and calendar — not a trading memo.
PREP discipline. No whip counts. No soft tallies. No invented senator lists for the vote — filing signatories on the public Record are filing history only. No “will pass / will fail” hed. STATUS stays PREP until a roll call posts. No BTC or token price targets. No investment advice. Distinct from Strive corporate-BTC, Treasury’s up-to-$6 billion buyback Extra, and Iran CBI FX/crypto settlement — do not merge bodies.
Calendar watch — facts only. 14 Sep: Senate return window per floor-schedule notices. 15 Sep, 2:15 p.m. ET: cloture on motion to proceed to H.R. 3633 ripens. After: if invoked — debate, amendments, later passage votes still required; if not — bill remains alive unless leadership chooses another path. Re-check Congress.gov and the live floor schedule on vote morning. Upgrade the roll-call line only with an attributed result — never a projection.
CLAIM vs CONFIRMED. CONFIRMED as calendar / Congress.gov attribution: cloture on motion to proceed to H.R. 3633 ripens 2:15 p.m. ET Tuesday 15 September 2026 under UC/Senate Calendar; House passed 294–134 on 17 July 2025; Senate cloture motion presented 8 August 2026 (CR S4557); Thune filed; generally 60-vote threshold when fully seated. NOT here: any invented whip count, soft yea/nay list, projected margin, final-passage claim, BTC/token price target, or tips. FALSE framing — do not use: “Senate passed Clarity” for this PREP clock.
