The pledge, attributed. Reuters’ Dallas wrap of 10 September 2026: Trump capped day one of the two-day midterm convention by proposing to pay every U.S. adult a $5,000 “Trump dividend” if his party wins November’s congressional elections. BBC quotes the line: “If the Republicans win the House of Representatives and the United States Senate, both of them,” Trump said, “I will issue a dividend to every adult citizen in the United States of America for $5,000.” Bloomberg’s cut: “It will be called the Trump dividend… Now all we have to do is win.” The Hill’s cut adds his economic framing — that the country is “making so much money.” Extra shelves those as his words on the night, not as Extra’s forecast.

Spend-in-USA condition — as he stated it. BBC and The Hill quote the restriction: recipients would have to spend the money in the United States. “We don’t want you going to Canada to spend the money,” Trump said. “We don’t want you going to China, to Germany. The arithmetic on the wires. BBC puts nearly 270 million American adults against a $5,000 payout and arrives at some $1.3 trillion. Reuters says the proposal would likely cost more than $1 trillion on that adult headcount and “could require the approval of Congress.” Newsweek, working from Census adult-citizen estimates nearer 245 million, puts a citizen-only band around $1.22–$1.23 trillion. Congress and legality — claim-split. In the U.S. system, Congress authorises spending. BBC notes Democrats labelled the offer an “empty promise,” and that others questioned legality; election-law colour in the same wraps includes both First Amendment / campaign-pledge readings and warnings about payments intended to influence voting.
